HR & GA Manager

Job Summary

The HR & GA Manager is responsible for independently managing all Human Resources functions while leading the General Affairs team to ensure efficient office operations and administrative support. This role oversees recruitment, employee relations, performance management, compensation and benefits, payroll coordination, HR administration, compliance with labor regulations, facilities management, procurement, vendor management, and workplace services to support the company's business objectives.

Key Responsibilities

Human Resources

  1. Develop and implement HR strategies, policies, and procedures aligned with the company's business objectives.
  2. Manage the end-to-end recruitment process, including manpower planning, sourcing, interviewing, selection, onboarding, and orientation.
  3. Handle employee relations, disciplinary matters, grievance management, and provide HR guidance to employees and managers.
  4. Coordinate the performance management process, including probation evaluations, annual performance reviews, and employee development plans.
  5. Lead the company's KPI and performance management framework by coordinating the KPI-setting process, ensuring alignment between departmental and individual KPIs with business objectives, monitoring KPI achievement, and facilitating periodic performance review discussions with department managers.
  6. Analyze employee performance data and provide recommendations to management on performance improvement initiatives, talent development, promotions, succession planning, and performance-related actions.
  7. Administer compensation and benefits programs and coordinate payroll processing with the Finance team.
  8. Ensure compliance with labor laws, government regulations, and company policies.
  9. Identify training and development needs based on business requirements and performance evaluation results, and coordinate learning initiatives.
  10. Manage the employee lifecycle, including onboarding, confirmation, promotions, transfers, resignations, and offboarding.
  11. Prepare HR reports and analyze HR metrics, including recruitment, turnover, attendance, employee engagement, and KPI performance trends.
  12. Support organizational development initiatives, workforce planning, job evaluation, and organizational structure reviews in collaboration with department heads.
  13. Maintain employee records, HR documentation, and ensure data accuracy and confidentiality.

General Affairs

         14. Lead and supervise the General Affairs team to ensure efficient office operations and administrative support.
         15. Develop and monitor the General Affairs budget and ensure expenses remain within the approved budget.
         16. Ensure compliance with workplace health, safety, security, and environmental (HSE) policies.
         17. Monitor the performance of the General Affairs team by setting objectives, providing coaching, and ensuring the timely completion of operational activities.

Qualifications

  • Bachelor's degree in Human Resources, Psychology, Business Administration, Management, or a related field.
  • Minimum 5 years of experience in Human Resources and General Affairs, with at least 2 years in a managerial or supervisory role.
  • Strong knowledge of labor laws, HR best practices, office administration, procurement, vendor management, and facilities management.
  • Experience in recruitment, compensation and benefits, payroll coordination, employee relations, and office operations.
  • Strong leadership, communication, interpersonal, negotiation, and problem-solving skills.
  • Excellent organizational, project management, and budgeting skills.
  • Proficient in Microsoft Office and HRIS systems.
  • Good command of written and spoken English is preferred.
